Global Skills +1 (100%) Halves casting time of spells (100%) Energy +20% Then it would own too

Outcast Sheild - Featuring "Bone Spikes of Death"
All Assassin offhand attacks cause uncontrollable bleeding and deep wound until death. Erm, not really. I wouldn't expect a sexy ele or ritualist carrying that sheild.
